Land Management Specialist | Climate Resilience Practitioner
Carren Amanda Williams is a multidisciplinary land management specialist and climate resilience practitioner with over 20 years of experience across public service, regional technical cooperation, consultancy, and sustainable entrepreneurship in Belize and the wider Caribbean. Her expertise spans land governance, natural resource management, climate-responsive agriculture, gender equity, and community-based resilience planning.
She has provided urban planning consultancy on nationally and regionally significant initiatives, including support to PACT / Green Climate Fund (GCF) in validating Belize’s National Land Use Planning and Development Bill, strengthening the country’s legislative framework for sustainable land management. Under the EnGenDER Project (Enabling Gender Responsive Disaster Recovery, Climate and Environmental Resilience) in the Caribbean, she contributed to climate adaptation strategies for Dangriga and Hopkins. She also supported the “Building Urban Resilience to Climate Change” project in Belize City (GEF SGP), helping develop community-centered resilience plans and facilitating stakeholder engagement. Earlier in her career, she worked with the Belize Association of Planners (now BAPP) in partnership with the World Wildlife Fund on coastal land tenure and land use analyses. In 2024, she served as a Technical Consultant with the Inter-American Institute for Cooperation on Agriculture (IICA) under its Climate Action in Agriculture Program, supporting climate-responsive agriculture initiatives across its Member States.
From 2006 to 2014, Ms. Williams held senior roles in the Ministry of Natural Resources as Principal Planner and Principal Land Information Officer. In these roles, she contributed to the development of the Belize National Spatial Data Infrastructure, advised on land use policy, managed grant-funded initiatives, and represented the Department on national committees addressing land governance and planning issues.
